Function dmd.dsymbolsem.checkGNUABITag

Called from a symbol's semantic to check if gnuAbiTag UDA can be applied to them

void checkGNUABITag (
  Dsymbol sym,
  LINK linkage
);

Directly emits an error if the UDA doesn't work with this symbol

Parameters
