Function core.time.ticksToNSecs
Convenience wrapper around convClockFreq
which converts ticks at
a clock frequency of MonoTime
to nanoseconds.

It's primarily of use when MonoTime
is greater than
hecto-nanosecond resolution, and an application needs a higher precision
than hecto-nanoceconds.
